A little while ago, I thinking about "character eligibility," mainly regarding what is and isn't /v/, so I drafted up some suggestions on how to go about it. It might be useful is NSA gets the boot and the whitelist isn't a thing anymore:

A tie-in game coming out before the media it was promoting releasing does not make a character eligible.

/v/ will never get over the technicalities of character eligibility. In /co/ we have a good deal characters that didn't strictly originate from /co/ media participate (excluding Grandfather Clause, of course), but nobody makes a fuss over them because iconicity and quality overtakes that.

Consider /co/ itself is also just a much looser board. /co is discussion of any cartoon or comic that isn't Japanese. What makes a /co/ character is SIGNIFICANTLY broader than what makes a /v/ character. Moot once said /v/ has the simplest rules of any board, talk about video games (I don't have the original cap). Now, it's true licensed video games are allowed. The problem with that is there's an ABSURD amount of licenses that have video game adaptations. And so the rules for the /v/ tournaments are "video game character" to help avoid the enormous can of worms that opens.

Either you only allow video game characters or you allow any character that has appeared in a video game, no in-between.

I do agree with this point. I adore Robbie Rotten, but if he goes a third year jobbing then I'll have lost any interest in him sticking around. Something similar has been happening with the AVGN. You can easily get some roleplay out of him, yet he just seems like a waste thus far.

Compare that to the technical cases that HAVE actually gotten far. Geralt, AM, Pauling, Pepsiman, Miku, the kaijus, and Robotnik. These picks have all shown they can at least play around, so I'm fine letting them come back to the brackets.

Aside from saying /v/ is full of retards who aren't satisfied with anything, which isn't wrong mind you, I do have another theory. Unlike movies and arguable cartoons, video games based off of other mediums aren't allowed to be their own things. Think about some of the famous and popular movies ever made: LotR, Wizard of Oz, Dracula, Frankenstein, Silence of the Lambs, etc. All those are based on books yet they're still movie icons. Licensed video games tend to stick close to the overall aesthetic and style of whatever they're adapting. I remember when the rules were tweaked to allow AM and Geralt in, something along the lines of the "game needs to have input from the original creator," someone brought up a random Steven Universe game that Rebecca Sugar work on it. The thing about those Steven Universe games is that they make new effort to deviate from the source material. Not like they have to, because those are just tie-in games. Even ignoring that, think of all the shitty anime arena fighters. They stick pretty damn hard to the source material.
I think the point people try to make with Gerlat and AM is that their games aren't anything like a tie-in or cash-grab, they're adaptations with their own takes on the source material or at least I think that's the point, I never played either. Differentiating the Witcher games from the Budokai Tenkaichi games as adaptations is pretty easy. The difference between the Witcher games and the Arkham games, I think, is a little murkier and is subjective. What about Marvel vs Capcom? The Marvel characters aren't any different from their comic book counterparts, but they crossover with video games, they follow no specific canon from the comics, and the series itself is just so famous. Spider-Man 2 is just playing the movie's plot as a game, but it adds so many more characters and scenes not present in the movie.
I think what I'm getting at is that video games, as a medium, work best when presenting original ideas, and thus, original characters. They're not made to be meaningful adaptations of other things. When was the last time a video game tried adapting the Lord of the Rings? Not make a game tying-into the Peter Jackson films, but an adaptation of the novels with it's own ideas and identity? Anons want to see their favorite games get love, whether it's Super Mario Brothers 3 or Batman Arkham City. But could you say that the Batman from Arkham City is any different from the Batman from the comics? A lot of people probably can't, so they'd rather forgo the conversation entirely and keep Bats out.

That was post-win and despite widely being seen as rigged Spinel IS still treated as the formal winner of Ms. /co/ 2019. This point is very relevant to approaching future tournaments, which is why the whole point of a more permanent solution over the damn whitelist is being discussed right now. The best compromise does seem to be to simply allow the very few who actually qualified to stick around. Even if you threw around other points like "had to get past R1", "can't be a real person or the clear likeness of one", or "can't be directly related to board culture", AM still doesn't fit any of those.

It's clear our hook-up is on whether AM having been around on past brackets is enough to keep them around or not, and I don't see either of us changing our minds on that. This is just where I stand on the issue myself.

Okay, if Goku HAD somehow been allowed in a past year, I would have to swallow and let him remain on the bracket. I think AM has the advantage of being more lowkey overall, but I would be consistent if it came down to it. Do I want Goku to be whitelisted? Hell no. I was adamantly against Doctor Doom being whitelisted much as I love him as a character, and feel glad he never qualified so he wouldn't be grandfathered in.

If were up to me, I'd exclude both, but I'd also argue that they're not similar situations. From what I could tell, XenoGoku was the same as regular Goku up until a divergence in timelines. It's never explicitly made clear that Arkham's Batman is the same from the comics, even if similar things did happen in both continuities. Xenoverse has the same artsyle as the rest of Dragonball, Arkham goes for realism instead of a comic book look. Akira Toriyama helped out with Xenoverse, but, well, Rocksteady didn't exactly have the luxury of having Bill Finger and Bob Kane do a bit of supervising.
