In MSPaint it is by default placed in the topleft corner of the image, meaning that you can simply use the arrow keys to neatly drag that section below the first rather than eyeballing it with the mouse and risking it becoming unaligned (an admittedly minor issue all things considered, but one that can potentially cascade in the case of doing massive caps)
