Lore differs from canon in many ways and is already quite extensive for something being created by a group of high school and college kids with good art skills. Seriously, I'm even jealous.
For example here's a map of the Copper-9 region, where the events of both the series and the mod take place. It's all human nation states, formed by survivors who hid in bunkers after the core collapse. Recently, for example, the WDF lore was invented, and Khan is shown there as a normal and competent leader that united the unorganised forces of the WDF and launched a counter-attack on the humans, causing the European Union to fall apart and the Copper-9 balkanisated.
Now, as I said, an external style is being developed for the main evil human nation: THE NATIONAL HUMANIST ARMY. Literally the Third Reich. If they win, they will turn Drones into slaves, remove their voice modules, and began mass exterminate them. Wrote the final event where Lizzie gets shot for no longer being able to work due to the wear and tear on her body.
Incidentally, one of the main developers wrote a fanfic about J who joined one of the human states and the man who became her friend and administrator to save her from Cyn. This fanfic is implemented in the mod, and there are plans to create new fanfics and add them that way as well.

This is a puzzle piece. By definition it fits somewhere and you can see glimpses of what the adjacent pieces look like. When writing, a character or item or situation is a puzzle piece. It has gaps and protrusions in the form of prerequisites and outcomes. Say for example that V is at the store. That is your piece. Why is she at the store? How did she get there? What is going to happen? What kind of store is it? If you add more puzzle pieces, such as people who came along and can interact with her or their surroundings then you have even more background and outcomes. The difference between writing and puzzles is that in unplanned writing you put a piece down and then shape the other pieces around it according to it's shape instead of looking for which of the premade pieces fit next to it. However. We are writing fanfiction. We are working with limitations imposed by the writer. There are only so many ways that the characters can interact with eachother and situations they can find themselves in. Enter Anon. He can have any background, personality and role you want. He is malleable and can be used to introduce many things that aren't part of the writer's work into the story.

Lastly, the main question is why you would even want to recruit him to begin with, SD-F's level only increases if you sleep with him or allow him to use his "Charm" move on enemies. Sure it stuns an enemy for 5 turns, but it only has a 30% chance of working without modifiers/doing his shitty fetch quest side missions
