Because TADC is neither. Gooseworx was born in 1994 which is safely Millenial(Zillenial depending on your definition is anywhere from 1995-2000 to 2000-2004. Z starts around 2000 though the exact year varies, the guy who invented the term set it at 2004. newer counts put it closer to 1999 or 2000). Zoomer's exact end date varies too, I've seen it as early as 2010 and as late as 2015, but TADC is safely in Generation Alpha/Gen α.

So it's not a Zoomer show by either definition. It's a Gen Alpha show made by a Gen Y Millenial

I think the term is most used as “zoomer in spirit,” and targeted to a zoomer audience, kind of defining the gist of what zoomers watch. It’s why Primal despite premiering in the zoomer era is really more of a 2000’s kind of series the board likes most. I would say what’s usually thought of as zoomer era stuff starts from AT in 2010 onward to very recently in a certain vein of humor and style and fandom. TADC might be about unfair to call zoomer, I think it’s possibly very early alpha. Or perhaps best termed “zalpha.”

I don't think it would be DMC. Dante was the best it got, and Vergil has been suffering ever since his brother retired. It's still one of the more likely options, but I wouldn't count on it.

Metal Gear is definitely the safest bet for a second winner. A second Touhou win isn't impossible, though hard. Zelda could pull off a surprise second win even if it does suffer from the main two male qualifiers being way too silent. Final Fantasy could on paper as well, though it might have too much baggage.

As for the rest? Metroid does have other picks, but it's hard to imagine any actually winning bar a true breakout campaign. Curly was by far the best Cave Story pick, Batter had the best odds of anyone from OFF, and Recette was the only actual option from her game. All of them are likely done. Black Souls could possibly pull off a win in Queen, but I don't think there is any pick there that was as good as Grimm was for King. Even with the games having a strong fanbase on the boards, I don't think it can overcome its more niche notoriety to get two whole winners. One was already a big deal.

I’ve noticed depending on the tournament the response here to rigging ranges from “REEEEEEEEEEE ITS RUINED” to “who cares everyone rigs” depending on who the rigged character was.

Whether you like or dislike a character you should either take all rigging accusations with weight to them seriously or ignore all of them. None of this “X was rigged because of some nebulous factor we can’t actually quantify, but Y’s dedicated discord doesn’t matter because everyone rigs anyways.”

I get that everything in these tournaments is subjective and to be taken with massive grains of salt, but at least try to apply some sort of consistency instead of targeting certain characters/ignoring certain rigs because of personal feelings towards them.

I don't know why this is such a high point of contention for you, but generally speaking, it's to be expected that the bulk of a campaign's effort will be concentrated at the finals themselves (at least assuming there's a pressing interest in having the character in question actually win).
Furthermore, your claim doesn't even really apply: 17 of the images tagged as Kronk from 2019 are celebratory or from the final round; Betty has 21 of the 48 from 2021.
Only Tom and Zorak have at least half of their galleries being occupied with finals and post-finals art.

Because it's about a character having presence in the tournament. You can't say they were really vocal if they were quiet the whole time then came alive in the final round.
And your counting is straight up incorrect. The majority of art in the booru for them is post semifinal. In Betty's case most of the (likely made during) pre-finals art seems to be character collections and making E8. It's hardly disputable that she was not a real presence in the tourney or any beforehand. She was widely regarded as the slip-in winner and compromise over worse characters at the end. Not anything that was hyped and talked about beforehand.
I'm not calling these characters literally silent, but they are "silent" by the standards of a "vocal" winner today. Also Zorak kind of shows why going off draw art alone is not a good measure, as he's certainly regarded as a thread active favorite but mostly for RP.

The point is that showing they at the very least had art made in support of them previous to the final rounds themselves prove they weren't "silent" by any measure. Sure, perhaps if you want to go for an hypothetical judgement under current standards they could have been regarded as silent, but is that a fair comparison to make at all when it would have applied to other contestants at the time indistinctly? Most of those winners listed still ended up being among the highest amount of OC of their respective years.
And no, Skeletor absolutely wasn't "silent" either even if pretending to go by these standards.
