I agree, I have never heard of these literal who's in my life, although I'll just chalk it up to it being a different culture. The main thing for me however is that looking through the catalog almost every thread is a general about I'm guessing the company the steamers are partnered with, which in my mind is fucking weird. There's no regular discussion threads, funposts about a particular moment, or not even a board related meme thread, you know the things you'll see on any other board.
It's actually somewhat similar to /jp/ in that regard, but at least /jp/ has touhou threads, something some anons would minimum have a vague knowledge of, and it also has the /ona/ threads to laugh at.

iirc /vt/ was always meant to be a containment board because there were so many vtuber threads on /jp/. Funnily enough, there's allowed to be one Hololive thread up on /jp/ at a time, and it always manages to get over 1000 posts. Keep in mind the bump limit on /jp/ is 300 posts.
