I should also say that my understanding of the Union shouldn't coincide with anyone else's. I didn't come up with this AU, and it's not up to me to direct the narrative. I want to share my perspective, and I'd be interested in reading others.
For me, the Union is the liberal USA of the 2000s, because in the show itself, the Federation is portrayed as the USA of the 80s. In my canon, the Union emerged from the remnants of the Federation, when the human state collapsed from its own problems, when the unifying factor of humanity—the war for existence—disappeared, and the Federation snapped like a string stretched to its breaking point. The closest analogy is the Russian Empire after the revolution, where a huge country was divided into many warring factions, and at the center was the one that was able to retain the main forces of the former state and reunite most of the country.
The Union doesn't repeat the Federation's mistakes: drones are recognized as full citizens, the aristocracy has been abolished, more benefits and freedoms have been introduced for the population, and they don't even just kill mutants, but instead try to integrate them (well, you know, "try"). But the main purpose of the Union's existence is to prevent a second solver war. After Cyn's "mysterious" disappearance, the horde of disassembly drones and monsters was left unchecked, and although they no longer represent a unified force, they are still extremely dangerous. Disassembly drones quickly increased their numbers simply by fucking each other, as they literally occupied the top of the food chain on any planet. And although most of them were "feral" drones, a small number of "sentient" ones organized their own states (I imagine sentient ones as mostly similar to J, because lol), and this is dangerous for humanity. To prevent the formation of drone states and the outbreak of a new war that a bloodied humanity would not survive, the Union began to integrate disassembly drones into its society as much as possible, primarily by implementing a plan to interbreed humans and drones. This greatly displeased the Solver War veterans.
Just put yourself in their shoes, anon. You've lived through twenty years of absolute, unending, all-encompassing horror. You've fought monsters whose very sight can drive you mad, you've seen thousands die in the blink of an eye, you've seen disassembly drones slaughter your comrades, ordinary men, women, the elderly, and even children, with a wave of claws, devouring them alive and causing them to die agonizing deaths. You've probably lost someone yourself, and after all this hell, after so much pain and suffering, they tell you, "Hey, bro, see that hot DD chick over there? Hey, it would be nice if you fucked her and had a couple of pillbabies, and even better if you fucked her friend too. What are you saying? They're monsters who killed innocents? Oh, they're the ones who ate your mother? Yeah, come on, bro, when was that, you know the saying, forgive and forget." Yeah, a lot of people refused to accept that, even if it was necessary for survival, and the state responded in kind: repression and forced collaboration.
This is how I justify the world in my and other anon's greens, yes, in some moments it's silly, but believe me, anon, I haven't told you even half of what's in my head, because I'm truly obsessed with worldbuilding.

Anon, just listen. In the show, you see that DDs often try to get up close and personal with their blades or claws. This isn't surprising, as they're tens of times faster, stronger, and quicker than humans (but they're not very good at shooting). So, if a normal human encounters a DD in close combat, he is doomed.
BUT, that's if it's a NORMAL human. If you take a modified human, things might get more interesting. If you somehow modify a human so that he is at least as fast and reactive as a DD, then the human could use his fencing experience to defeat a drone. He simply won't parry the blows, but will instead dodge, preventing the drone from realizing its full power.

The reason being is that they would actually train to become what could be considered at least skilled, if not masterful, swordsmen, or fencers. Despite still being greatly outclassed in strength, their blades would still be able to cut into and inflict genuine damage to a Disassembly Drone, so trying to wrangle the sword from them would be a no-go. That, and a skillful parry can even deflect or drive off blows coming from people several times stronger than yourself.
I was thinking that from there, these augmented humans might wear protective suits that guard against gunfire and effectively 'force' a Disassembly Drone into engaging them in direct physical combat. They'd also have futuristic-mumbo-jumbo armoured plating covering only the key parts of their body (shoulder, heart, liver, knees, elbows) to ensure maximum agility with protection to joints and lethal organs.
Their swords would be made to be able to achieve massive amounts of heat through electrical surges, causing any cuts they deliver to a Disassembly Drone to become potentially instantly fatal if they can make them ignite from the inside just through their sword cutting into an oil line.
