It's actually one of the most reliable places, it encourages user contribution not just for content but for sharing the hosting duties as well. Plus having a public face and a tricky login locks out a lot of dumb people, allowing them to run unimpeded. When they wanted to close it down, the relevant thread on 4chan grew so big that it broke all usage records, and that's just on 4chan.
Since Reit is sending out more dmca takedowns than Nintendo, it is also one of the few places where you can host his stuff. You can't put up his files on mega/mediafire/etc, it'll be removed in a matter of hours. The exhentai galleries don't. So there's a good reason why people post it there.
