Use a actual image editing program with a tablet, mspaint is shit at stuff like this.

I can't quite tell what expression the artist was trying to portray on Dudley. I haven't watched the show myself but I really doubt that mouth is ever made in show.

With most cartoons, faces are simple and exaggerated to convey an emotion. This face just confuses people.

I assume it is meant to be an 'effort' face (left), but it could possibly be a 'winning' face (right). Also, the teeth in the original and left are at an awkward angle, dunno if it really works well. Hope I helped.
