Kat (the girl in black with no eyebrows) & Sundae (the loli with pigtails)?
Yes, they are both minions of Lord Luca. They are the most recurring villains and appear in every episode.

Kat is a human girl who loves cats and owns an ice cream truck. She joined the bad guys with the promise that they would turn her into a cat if she helped them defeat the guardians (apparently, she doesn't like being human). Although the cats don't take her seriously, her age is unknown. She appears to be the same age as the protagonists, but she doesn't go to school and apparently works or sells ice cream. She usually works with Sundae. Her classmates make fun of her by calling her "Sundae's minion" or, in other words, "a minion's minion."

Sundae is a cat with the power to transform into a human (in this case, into a loli). She is super intelligent and works making gadgets and weapons for Lord Luca. She usually teams up with Kat.

Although they are on the bad guys' team (Sundae more so for fear of being punished by Lord Luca, and Kat for her desire to be a cat), they appear to be more neutral and usually disobey orders that put them in danger.
