I found out not too long that it actually IS possible for your washing machine to eat your socks and thus be the reason you are left with odd socks, beyond general random misplacing of individual ones from a pair.

So it seems a humoros misdirection, where the giant billboard with TND on it turns out to have an innoncuous meaning. The man on the street representing the viewer who is aware of the other meaning and having a "Wait, what..." reaction.
Of course now having explained the potential setup of the comic panel all wit and humor has automatically been drained from it.
